Repairing or Replacing Die Cut Base?

Hey everyone,
I did a quick search but was unable to find any relevant threads about repairing die cuts.
My friend Jordon got a messed up prototype split board for free, and he wants me to help him replace some of the die cuts in the base.


Only one side of the splitboard has had letters fall out. It looks like there is air underneath the other letters on the affected side, which makes me want to cut them out.
At that point, it would probably be easier to cut out most of the base, and glue in a new piece.
What do you guys think? Any suggestions?
