Micro balloons and carbon black are additives in toughened epoxies.
Cotton chips sounds like it could increase viscosity and prevent penetration to the thick fiberglass tows used in the 22oz and heavier glass weaves.
It's also not completely necessary.
The quality of the newest epoxy coatings is very good and strong, especially if all your materials are properly prepped.

Afaik cotton chips are usually only used when bonding materials with no reinforcement fibers in between that hold the resin. E.g. they are used for glueing wood that would otherwise soak up the resin and leave a dry bond. I don't think it would add a noticeable advantage in a ski though.
